i don't know if every camera can take pictures like this. but cameras that have a mode where you can change the exposure time can do i believe.
sometimes you can do them in nightmode too.:)

no it's not photoshop.. ^^
it's a technique called lightpainting...
you set your camera on long exposure and then you "paint" with a lighttorch or glowsticks or whatever you can find that glows.. :D
i can't really explain it, i guess.. xD but you can look it up on google.. ;)
